| AGENT JOHN T. FOLEY ATF Died October 26, 1921 Agent John T. Foley was alone on the second floor at the Elmo Hotel at 350 Cedar Street in St. Paul searching for liquor in a closet. Other agents were on the third floor. When they heard a shot and went downstairs, they found Foley dead, with his revolver on the floor with one empty shell casing. Although it appeared he accidentally shot himself, until the investigation was completed, the proprietor of the hotel, David Champagne, was taken into custody for questioning. Agent Foley was 24 years old and survived by his wife and a three-month-old child. He had been with the department for one year.
